The council held a public hearing on vacating an undeveloped, platted section of Main Street to align legal property boundaries with the existing roadway. The change will allow adjacent property adjustments and formal dedication of Foothills Drive, supporting future development. No public comments were received.

The council approved Ordinance 2026-09, authorizing the right-of-way vacation.

Fire Department Update and Road Width Recommendations

Fire Chief Alan Cavalieri reported on department improvements and ongoing operational challenges.

  • Staffing: The department has 26 members, with 18 actively training and responding to calls.
  • Equipment: The state awarded the department a 4,000-gallon water tender to improve wildfire response and water supply in remote areas.
  • Maintenance: The department is prioritizing maintenance of primary-response engines and brush trucks.
  • Training: Members are pursuing Firefighter I and II certifications and developing Rapid Intervention Teams.
  • Facilities and communications: Eight pieces of equipment operate out of five bays, creating space constraints. Efforts are underway to simplify radio communications.

The chief recommended a minimum pavement width of 36 feet, measured curb face to curb face, to accommodate fire engines, snowplows, parked vehicles, and emergency access. Demonstrations illustrated difficulties maneuvering on narrower streets, particularly when vehicles are parked along the roadway.

Council members discussed the safety benefits and added costs of wider streets for developers and the city. The council voted against reconsidering the existing road-width ordinance, leaving current right-of-way standards unchanged.

Action Agenda Decisions

The council approved the following items:

  • Class A Beer License: Approved for Solrise II, Utah-5 LLC, operator of On the Run convenience store on 200 South.
  • Spring Redevelopment Project: Approved a Phase 1 contract with Orton Excavating, not to exceed $15,000.30, for exploratory work and design engineering.
  • Police Department Axon Contract: Approved two additional software licenses for reserve officers.
  • Main Street Vacation: Approved Ordinance 2026-09 to vacate the specified right-of-way.

Eagle Rock Commercial Subdivision

The council discussed a proposed subdivision amendment to address narrow roads and the location of a lift station. The developer plans to construct a commercial sales office and upgrade the road to public standards, with the city eventually taking ownership of the road and utilities. The proposal would relocate the road as shown on the recorded plat. The Planning Commission will consider whether curb, gutter, and sidewalk requirements can be waived because of the commercial setting and limited pedestrian traffic.

Department and Project Updates

  • Street maintenance: Weed and willow clearing along 200 South has been completed, improving visibility and access.
  • Water diversion: The project remains unfinished, with the final gate still needing installation.
  • Sign ordinance: Planning and Zoning is nearing completion of a draft for council review.
  • Library remodeling: Planning is underway to minimize closure time and potentially provide limited services at the visitor center. A bond resolution for loan funding remains pending.
  • Community activities: Updates included the new water tender demonstration and attendance at the Brian Head Outlook ribbon cutting.
